Define "Operational:" Small Employer's Health Option Exchange Requires Mailed Paper First Step!

The SHOP or Small Employer’s Health Option Exchange allows employers who employ 50 or fewer Full Time Equivalent Employees to register at healthcare.gov but at the screen that says “ Apply for new coverage” clicking on “Small Business Employers” takes small employers to a form to complete and mail to Kentucky.
“What happens Next?” “You’ll send this form to the address on page 3. We’ll let you know if you’re eligible to buy insurance for your small business and give you the information you need to compare cost and coverage options, select a plan, and complete the enrollment process…..”
And Small Employers, don’t forget to list all your employees with their dates of birth, email addresses, social security numbers and dates of hire on the form before you mail it to Kentucky. AND, sign that you have “Consent from everyone I’ll list on the application to include their personally identifiable information like dates of birth, Social Security numbers, addresses and phone numbers…”
Get that consent from your employees first!
Eventually, I am told, the small employer’s application will be available for completion online, and completion of the form online will generate actual SHOP plan options and quotes…right then and there online!
Once an employer chooses a plan, healthcare.gov will email a link to all employees, using the email addresses the small employer has provided, for employees to enroll. Last date for both employees and employers to enroll on the SHOP Exchange for a January 1 effective date? December 15, less than a month away!
Is this a good way for small employers to shop for health insurance at the operational (!?) SHOP Exchange at healthcare.gov?
By the way, in Southeastern Pa and New Jersey: the same rates and plans are available off the SHOP Exchange for direct purchase by small employers. So many employers are disappointed that coverage is not cheaper or better on the SHOP.
